yep tend to agree with this…if you cant raise $100 for your project to get started then it seems its not that serious…and atm spammers/phishers are in full swing(actually the scam epidemic is through the whole of crypto not just Waves)…so we are subsidizing some dishonest people that then bring negative publicity to our network…in fact at current price there is little lose from trying a phishing campaign
How about just not allowing the creation that includes http link as the asset name?

The issue is, how are you going to prevent this behavior if it’s already used inside the blockchain. Constraining something that already exists doesn’t seem me the best thing to do chain wise.
Otherwise the blockchain isn’t a real blockchain since you removed old assets from it.
